Paving Operations Schedule (Subject to change for actual conditions and weather permitting.)

Tuesday – 7:00 AM start
Start grinding on Aptos St, move to Trout Gulch Rd, then Soquel Dr.

Wednesday – Start time TBD, may be as early as 7 am (dependent on temperatures).
First paving course on Trout Gulch Rd then to Aptos St.
Second course on Trout Gulch Rd then to Aptos St.
Patch pave Soquel Dr north side.

Thursday – Start time TBD, may be as early as 7 am (dependent on temperatures).
First paving course on Soquel Dr and remaining initial course on Trout Gulch Rd if needed.
Finish paving Aptos Street.
Second course on Soquel Dr.

Friday – Start time TBD, may be as early as 7 am (dependent on temperatures).
Finish paving Trout Gulch Rd and Soquel Dr.

* Please note that road surfaces will be rough until final elevations are completed and there may be delays to the motoring public of up to 20 minutes during operations.  Each day of work may continue to as late as 5 pm.

Update December 27, 2017

Public Works staff has been working with John Madonna Construction(JMC) to complete as much work as possible and have the following information to share:

Contractor anticipates starting grinding and paving operations on Tuesday, January 2nd and hopes to be completed by Friday, January 5th, but may need Monday, January 8th to complete all paving operations.  During this time, because of the colder mornings, construction hours may exceed normal workday hours into the evenings.  This may cause delays in the area which extend into the evenings, but is necessary to ensure a good final paving product.

On Tuesday, January 9th, JMC will begin raising utilities to the new pavement elevations, followed by installation of traffic detection loops, and then striping at which time the traffic signal should be operational as long as it doesn’t complicate the traffic patterns with the road restoration work ongoing on Valencia and Soquel.  JMC intends to be have all work including clean-up items completed by the 19th.

One corner at Valencia Street, by the dentist’s office, will remain incomplete until PG&E relocates an in-ground vault and light standard.  We are anticipating that this work may be completed around March of 2018.

Project Update November 20, 2017


Work is on break for Thanksgiving holiday following last week’s rain shutdown.

Work will resume on November 27, 2017 on the railroad crossing while switching to a night time schedule, 8 pm to 6 am.  One lane will remain open at all times with flaggers assisting motorists through the intersection during work hours for the safety of construction staff and the community.  A one night closure to lay down rail will need to be completed with more information forthcoming.  The detour route will be Valencia Road via Freedom Boulevard and Trout Gulch Road.

Work continued this week on the storm drain system.  Work through the end of the week will be in the new bus stop area.

Update October 12, 2017


Continuing storm drain utility work on Thursday and Friday.  For safety of public and construction crew, the right turn lane on Trout Gulch Road will be closed.  There will also be intermittent flagging in Trout Gulch Road and Soquel Drive intersection.

Tuesday, temporary plates on Soquel Drive to be removed and temporary patching to be placed.  Brief lane closure expected.

Storm drain line work continues Tuesday and Wednesday in Trout Gulch Drive.  One lane, 2-way traffic is expected for the safety of construction staff and the community.

Traffic signal poles installed week of September 18th will not be energized until electrical and associated signal work is complete.

Work in Aptos on Monday and Tuesday was for the Soquel Creek Water District rerouting a water line running along Soquel Drive.  Today thru Friday they will be working on the storm drain crossing Soquel Drive.  Expect shoulder closure and/or lane closures under traffic control on Soquel Drive just east of Trout Gulch Road.

Electrical and traffic signal work continues on Soquel Drive this week. 

For safety of construction team and the community, on Tuesday, there is a lane shift for Soquel Drive southbound lane.  On Wednesday, there will be a lane shift on both Soquel Drive southbound and northbound lanes.  No closures are planned.

Work continues in the area between Soquel Drive and Aptos Street through Friday.  On Friday, there will also be work adjacent to the Soquel Drive and Trout Gulch Road intersection.  

For the safety of the construction team and the community, there will be lane shifts on Soquel Drive beginning noon on Wednesday, 9/13/17, through Thursday, 9/14/17.  There will also be a lane shift on Trout Gulch Road onto Soquel Drive on Friday, 9/15/17.  No lane closures are planned.

Work at project site will resume Wednesday, September 6, 2017, on railroad signals and track in areas outside of Soquel Drive and Trout Gulch Road intersection.  For safety of construction team and the community, there will be a lane shift on Trout Gulch Road onto Soquel Drive.  No lane closures are planned.

Aptos Village Improvement Plan Update 7/21/17

Recently, the County of Santa Cruz Environmental Health Division became aware that road improvements near the Soquel Drive/Trout Gulch Road area involved work along the Rail Corridor, an area of known concern due to its history of heavy industrial use.

Out of an abundance of caution, Environmental Health worked with the Department of Public Works to conduct soil sampling along and near the Rail Corridor. While the results are consistent
with the site's history as a rail and traffic corridor, some samples showed elevated levels of lead and arsenic.


The Department of Public Works is currently developing a Soil Management Plan for the safe removal and disposal of the soil. Unfortunately, work on this critical project is being held in abeyance while the Soil Management Plan is developed and approved. Environmental Health Director Dr. Arnold Leff has directed that the review be given high priority, and the Department of Public Works hopes to resume construction within weeks.

Once completed, the project will include crosswalks and a signalized intersection at Trout Gulch Road and Soquel Drive, which is expected to improve traffic flow during peak commute hours. The project also includes a new ADA-compliant bus stop along Soquel Drive, as well as new sidewalks and bike lanes along Trout Gulch Road.

New curb, gutter, sidewalk and access ramp at the intersection of Trout Gulch Road and Aptos Street.

There is temporarily no activity at the project site due to utility conflicts.  Materials are on order for adjustment of the Soquel Creek Water District water line.  Following adjustment, project construction will continue.  Water line work is anticipated to begin week of June 19, 2017.

Trout Gulch Crossing front and rear driveways accessing from Trout Gulch Road will remain closed for 28-day cure of concrete.

Project resumed from weather related delays on April 24, 2017.  Construction on new underground utilities continues.  Demolition and grading began for new sidewalk along Trout Gulch Road.

John Presleigh, Director of Public Works, County of Santa Cruz, has announced that Soquel Drive and Trout Gulch Road will be subject to traffic delays with potential lane closures between the hours of 8:30 a.m. and 4:30 p.m. Monday, March 20, 2017, through Thursday, July 13, 2017, weather permitting. These delays and potential lane closures are necessary for roadway and storm drainage improvements. The Department of Public Works would like the motoring public to avoid this area if possible or be prepared for delays of up to twenty minutes.
